Pasat Ltd was founded in the spring of 1999 by foreign investors and local Croatian interests in Šibenik as a base to promote and provide highly educated skilled seafarers and specialist maritime personnel to international shipping organisations.
These companies are interested in employing highly trained and motivated professionals on their vessels and they may also wish to arrange with Pasat to contract-in specialist services such as newbuilding supervision, preparation of repair/docking estimates and budgets, docking supervision, vessel inspections and attendance i.e. ISM, ISPS, EMS and other regulatory training and inspections which can easily be provided for by Pasat either itself or using the experienced and respected resources of it’s founder members in the UK, Canada and the Far East.
A founding and main investor of Pasat is the Fairmont-Magsaysay Group who are a diversified and internationally based Group with major interests in the shipping, property and the leisure industry; in addition, they have invested significantly in the training and provision of human resources to first class principals world-wide. As a result of investing heavily in training and welfare of seafarers and their families the Group has become the largest source of skilled motivated Filipino seafarers. Their facilities includes the Magsaysay Training Center (MTC) which is associated to the TRAINMAR program of UNCTAD, which are Philippine government licensed courses aimed at maritime operations and safety such as Radar observation, Norcontrol, GMDSS etc. with all training on simulators. This group is also the co-founder of the Magsaysay Institute of Shipping (MIS) together with MITSUI O.S.K. Lines of Japan.
The Fairmont-Magsaysay Group have offices in the Philippines, Canada (Vancouver), Hong Kong, England (London), Japan (Tokyo), Indonesia (Jakarta), China and in Croatia.
Another founder investor of Pasat is the UK company, A L Shipping Ltd, based in London , who also represents and promotes the services of the Fairmont-Group in Europe . A L Shipping provides financial consultancy services and other related representative services to first class shipping and trading principals and companies.
In addition to the services that it provides, Pasat is able to draw on the resources of its founder investors to provide additional services to its principals, clients and staff by plugging in to the vast network of support services available to Pasat from the offices of its founder investors.

- The State owned naval schools and colleges in Split, Rijeka, Dubrovnik
and Sibenik set very high standards and are equal to the best maritime
schools and colleges in the world.
- Officers are English speaking highly trained professionals who
have all been routinely required to have ISM, ISPS, STCW and now
MARPOL certificates. In addition, they speak Italian and/or German.
- There is a large pool of young educated Croatian officers and
cadets who are familiar with latest computer and electronic equipment
- As the domestic shipping fleet has reduced significantly over
the last 10 years, there is a large pool of highly skilled and experienced
seafarers available in Croatia
